Out of this analysis and intense debate with the local target groups the concept paper ‘Seal of Fair Recovery (SoFaR) – Siegel Fairer Wiederaufbau’ evolved. It is intended as a support tool for post disaster rehabilitation that contributes to fairer rehabilitation results, first and foremost in regard to economic opportunities for all stakeholders. At the same time, it empowers those people abroad who actually donate money to aid agencies, to use their economic potential as customers to approve or disapprove of the implemented rehabilitated structures in a post-disaster setting.
As stated by the Krabi declaration, devastation after disasters also creates ‘opportunities in crisis’. Structural shortcomings in pre?disaster settings can be tackled anew. In the case of the Tsunami rehabilitation in Thailand, many of those opportunities seem to have been missed, others, though, have not. From a Lessons Learnt perspective this paper suggests taking good practices, especially in Southern Thailand’s immensely important tourism sector, as a point of departure. Those businesses providing good examples that were involved in the reconstruction process should be granted a Seal of Fair Recovery in order to give them a competitive edge. Local communities’ participation will be crucial to set the standard, while the certification process might have to be conducted from outside the local power structures.
The immediate disaster relief phase after the Tsunami had seen a high level of grassroots participation and self?organized activity, of growing self-awareness and involvement. However, with the ongoing stabilization of economic and administrative structures much seemed to return to the ‘normal’ situation before the disaster.
With SoFaR we want to contribute to the discussion on how to ensure fairness for disaster?affected communities and the industry alike in the post disaster development of the tourism sector. The seal would be granted to such companies that included principles of fairness and sustainability in the reconstruction process.
