The resource book ‘Tsunami Early Warning System in Thailand’, has amongst its additional material, the perspectives of the representatives of various groups of local stakeholders on the state of implementation of a Tsunami Early Warning System 30 months after the disaster in Thailand.
The Disaster or Tsunami Early Warning System (TEWS) has been discussed by impacted communities and aid?agencies ever since the waves struck the Thai Andaman coast on the 26th of December 2004. How successful the process of development and implementation of the Tsunami Early Warning System in Thailand has been so far, is a contentious issue. The system was finally inaugurated in July 2007 with a general drill of all system components in all six Tsunami impacted provinces simultaneously. The results were, unfortunately, an early warning of a totally different kind: the absence of sustainability in the rehabilitation process in spite of best intentions by almost all parties involved.
Furthermore, this publication offers for the first time an English translation of the recommendations by the National Economic and Social Advisory Council to the government in 2006, these being the basis for the subsequent system.
The TAW team hopes that this resource book will contribute to and empower discussions on early warning systems in other Tsunami impacted countries. It would be to the benefit of all if a future integration of local early warning systems could reflect some of the problems pointed out by the Thai system’s inception and implementation process.
