TAW Goals

TAW objectives are to systematically analyze aid development, aid structural deficiencies and its processes on the basis of previous results in case studies examined in the tsunami recovery and rehabilitation process. TAW will link the collected and subsequently studied results to the overall picture of Tsunami recovery assistance in the region.
TAW will also help define a political perspective towards the process of aid delivery in Thailand. Good practices are actively supported. Links with and a comparison to Indonesia and Sri Lanka will be established through the Berlin office of the Foundation.

Aid

The following three types of aid are offered by Heinrich Böll Foundations' Southeast Asia Regional Office.   

Emergency aid and its Aftermath
Soon after the Tsunami, funds for immediate disaster relief were re-allocated from the South East Asia core programme of the Heinrich Boll Foundation. These were used by our partners for the recovery of livelihood in the small fishery sector, funding the purchase for example, of new boats and tools for fishing.

Family (Humane) Aid
Burmese migrant workers, many of them who were working illegally and therefore without rights, were victims of abuse in tsunami aftermath. They were a particular group of concern requiring some emergency assistance provided by the Foundation and its partners. Emergency help given to Burmese migrant communities included help to re-unite their families, bringing in monks to preside over ceremonies for victims, and generally helping with physical and psychological aid for people to come to grips with their losses and bereavement.

Assistance and other issues
From the very beginning it was apparent that the rehabilitation process was not only a long term task, but also highly political with a potential for conflict. Over the months following our immediate aid it became apparent that an economic divide existed. For example, a credit of one million Euros to rebuild a hotel was made available, whilst on the other hand some of the poor had to sell their newly donated boats to finance the process of replacing missing land-title deeds. The participation of all the victims in recovery process after the Tsunami should be paramount.
